T & C'S - UNDERCOVER INVESTIGATIONS ('U/I')

Before FSG can commence an UNDERCOVER INVESTIGATION service, FSG needs to meet with client to make a thorough assessment of the risk environment and the subject of the proposed U/I (the risk/loss that is client's concern, the identity of the role players/suspects, the identity of what is being lost, the quantum of what has been lost, what clued client to whatever it is that motivates the U/I. etc.) so that FSG can assess the following to be able to present to client a U/I service proposal:

The nature of the work the undercover investigator will do in his undercover capacity, and the skill set required for such work to be performed competently.

bullet

What sex, age and ethnic group the undercover investigator should conform to to provide the greatest chance of success.

bullet

The best manner in which the undercover investigator can be infiltrated into the risk environment without causing any suspicion about the appointment of a new employee in the loss environment.

bullet

The construction of a sustainable legend for the undercover investigator so that if anyone in the risk environment performs any kind of background check on the undercover investigator, the character of the legend will withstand scrutiny.

bullet

Make a decision as to whether the undercover investigator will merely gather intelligence covertly and provide that intelligence to the appointed handler, or whether the undercover investigator will need to be available to give evidence in any subsequent legal proceedings.

bullet

Decide on the frequency the undercover investigator must be debriefed by the assigned handler and the venue, manner, etc. in which such debriefing sessions will occur.

bullet

Decide on the frequency with which client will be provided with updates reports.

bullet

The requisite profile of the handler.

bullet

Establish secure lines of communication between the undercover investigator and the appointed handler, and vice versa.

bullet

Construct an exit strategy for the undercover investigator to be employed when the undercover investigation is completed, and an emergency exit strategy should undercover investigator be exposed.

FSG will then propose a scope of work and a budget for the exercise. To protect the legend of the undercover investigator, client is expected to formally employ the undercover investigator and to remunerate the undercover investigator in the same manner and on the same scale that client remunerates his legitimate employees.

FSG usually recommends that client anticipates that the undercover investigation will last for a period of three months.
